AUSTIN—Texas Lt. Gov. Dan Patrick’s decision to raise the vote threshold to block bills in the state Senate is as problematic and shortsighted as it is unsurprising.
While such a rule change is within the purview of Patrick and his fellow Republicans, it maximizes partisanship that will make for weaker legislation.
