Spur police chief Robert Garcia has added four reserve officers to ensure that the city has 24-hour community policing. The reserves include: Lieutenant Miguel Reyna, 43, of Lubbock. Sergeant Leroy Rivera, Jr, 40, of Lubbock. Officer Kenneth Alley, 34, of Lubbock. Officer Brenon Eaker, 30, of O’Donnell.
